Urban Development Projects
The Grepne family is planning an urban development project situated
at Laranjo, on the Achada de S.Filipe de Cima, just north of the
existing urban perimeter of the Cidade da Praia, about 5 kms from
the city centre. The urban development project is divided into two
sections, one primarily residential over an area of 58 hectares
(143 acres) intended for 10,500 residents and the other predominantly
for light-industrial/non-pollution-generating businesses covering
an area of 18 hectares (44 acres).
The region of the Achada de São Filipe is well connected
to the centre of the Cidade da Praia by the main artery road which
runs through it, connecting Praia to the interior and the north
of the island. An area of 25 hectares adjoining this urban development
project to the south has already undergone urban development since
1989. The population of Praia has been growing at an average annual
rate of 5.5% since 1990, expanding from around 65,000 inhabitants
up to around 105,000 today. It is estimated that Praia’s population
will continue to grow to around 140,000 inhabitants by 2010 requiring
the development of new housing to accommodate the growing population.
Other urban development projects are planned at Monte Vermelho-Palmarejo
(Cidadela project) and also just south of this Grepne family urbanisation
project (by IFH – Imobiliária, Fundiária e Habitat,
SA.). An outer ring road will be constructed by the Câmara
Municipal da Praia (CMP) that will start at the new international
airport of Praia, running through Laranjo and continuing down to
Palmarejo.
The third and final phase of a ‘Plano Urbanístico Detalhado’
(PUD – ‘Detailed Urban Development Plan’) for the Grepne urbanisation
project has been approved by the ‘Gabinete de Planeamento Estratégico
da Praia’ (‘Town-Planning Office’) and was voted on and approved
by all of the Vereadores (comprising the Mayor and local government
administrators) at a session-meeting of the Câmara Municipal
da Praia on 17 July 2002. Both the Grepne family and the CMP are
working presently to negotiate the precise terms of an agreement
that will establish which areas inside of the urban development
project will be ceded to the Câmara (such as, for education,
health and other municipal services) and the phasing of various
stages/zones for development of infrastructures and buildings. The
parties hope to conclude such agreement (a “Contrato-Programa de
Urbanização”) by October 2003 which must then be approved
by the ‘Assembleia Municipal da Praia’ (‘Praia Municipal Assembly’)
in accordance with the ‘Lei das Bases do Ordenamento do Território
Nacional e o Planeamento Urbanístico’ (‘Law of Bases for
Organising National Territory & Urban Planning’).
This urban development project is situated on land owned by the
Grepne family inside of the property registered at the ‘Conservatória
dos Registos da Região da Praia’ (Praia registry office)
under number 666. Property number 666 comprises some 655 hectares
in total, registered in favour of Daniel Grepne containing the majority
of the regions known as Achada de S.Filipe, Laranjo and Monte das

It is intended to form the “Laranjo Urban Development Company,
S.A.” to be registered in Praia which will own the terrain comprising
Zones 1 to 7 (58ha) of the project (primarily residential development)
and also to form the “Monte Vaca Urban Development Company, S.A.”
to be registered in Praia owning the terrain (18ha) comprising Zone
8 (primarily light-industrial development). The Grepne family is
open to consider selling shares of either company to suitable buyers
if acceptable offers are presented by investors.

Housing Development Zones 1 to 7
Zones 1 to 7 will provide accommodation for around 10,500 inhabitants
and all the services and facilities needed to create a self-contained
urban development such as schools and health services. The majority
of accommodation will be provided by T2, T3 and T4 apartments (2,
3 and 4 bedroom apartments) located in Zones 1, 2, 3, 4 and 6. Most
apartment buildings will have 3 or 4 storeys with apartment buildings
of 6 storeys available in Zone 4. Zone 5 will be mainly for houses
of 2 storeys plus another floor covering half of the surface area
on the roof. Zone 7 will be for ‘high-standing’ villas of 2 storeys
with large gardens built along the edge of the Achada (plateau)
with views over the Ribeira de Laranjo and into the mountainous
interior.
Two long, tree-lined, avenidas (avenues) will cut through the development,
with the main avenida having apartment buildings on each side providing
commercial and service outlets (shops, offices, restaurants etc)
on the ground floor of each building and with car-parking spaces
along the road side. Some commercial and service outlets will also
be spread in various locations throughout the project. In particular,
a large ‘centro comercial’ (shopping mall) covering an area of up
to 12,600m2 will be located in Zone 2 next to the main artery road
connecting Praia with the interior and north of the island. An impressive
10 storey tower block solely for offices is planned at the northern
end of Zone 2. A new bus station (‘estação rodoviária’)
will be developed at the southern end of Zone 1 alongside the abovementioned
main road. Adequate provision of car-parking spaces will be provided
for residents throughout the development as well as for those working
in the new development.
An area for sports of approximately 1.5 hectares, situated in Zone
6, will provide a grass-covered (irrigated) football pitch and a
cricket field with a three-sided stadium. Areas designated for tourism
and leisure with hotels, bars and restaurants will be located alongside
the edge of the Achada looking out over the Ribeira de Laranjo.
Two public parks planted with trees and flowers will offer facilities
for children to play and adults to rest in the shade situated at
the southern end of Zone 2 and between Zones 5 and 7. An area of
4,500m2 for health provision facilities will be located in Zone
4 as well as areas for education and religious purposes located
in Zones 1 and 5.
All ‘Lotes’ (plots of building terrain) and buildings within this
urban development project are for sale to residents and non-residents
of Cape Verde, thus including Cape Verdean emigrants returning to
Praia from abroad and foreigners wishing to buy holiday accommodation.
All infrastructures needed for urban development (water, electricity,
sewage and telephone) will be provided. For the first time, ever,
in Cape Verde, each phase of development will have all roads, pavements,
green and open areas, parks and gardens installed by the urban development
company and all at the same time as handing over door keys to the
new residents.

Light-industry Zone 8
Zone 8 will provide ‘Lotes’ (plots of terrain) over an area of 18
hectares (44 acres) for light-industrial businesses of a non-pollution-generating
nature as well as for commercial use (office, warehouse, garage,
sales outlet). Some of the Lotes on the western margin of Zone 8
may be used for residential development. Most Lotes vary from between
600m2 and 720m2, but the purchase of several or all Lotes in a section
(‘quarteirão’ – like Q13, for instance) will be possible
up to 10,000m2. All infrastructures will be provided (water, electricity,
sewage, telephone systems).
Zone 8 is well connected to the centre of Praia just 5 kms away
and is alongside the main road running into the interior and north
of the island. A main road will run through Zone 8 that will eventually
continue on northwards towards Monte das Vacas and connect with
the existing main road to the interior. Thus, businesses operating
in Zone 8 will benefit from free publicity created with the flow
of vehicles passing through the development. Residential development
in Zones 1 to 7 will provide accommodation for employees of the
businesses operating in Zone 8. The new outer ring road of Praia
will also connect Zone 8 conveniently with Palmarejo and with Praia’s
new international airport and the Port of Praia beyond.
